TERRELL, J. -- This proceeding in quo warrantor challenges the constitutional validity of Chapter 15533, Laws of Florida, Special Acts of 1931, creating a Board of Elections in the City of Tampa, and regulating all municipal elections in that city including primary elections. This is the second time we have been called on to adjudicate the validity of this act. State ex rel, McMullen, v. Johnson, 102 Fla. 19, 135 So. 816. None of the questions considered in the latter case are raised in the instant case.
